On a policy level, many regional, national and international programs have promoted not only the establishment of SDI’s, but also ensuring the compatibility and openness of these SDI’s through a set of requirements such as the use of open standards, public availability of the underlying spatial data, and sharing of data between different government agencies and private actors. Standards are needed in land administration, both for initial data acquisition and for data maintenance. And previous experiences have shown that it is not an easy task to design and set up a land administration. Many countries still lack the modelling expertise to set up land administration systems.
